1. What Does ‘Cultural Practitioner’ Mean?
    • For the purposes of this Registry, the term ‘Cultural Practitioner’ means an and individual whose artistic endeavours result in the creation of works of the areas of arts and culture, design, and media ; or an Individual whose technical or administrative labour is required to facilitate the production of goods and services in the cultural and creative industries. Members of Cultural organisations (Umbrella organizations, Non-Governmental Organisation, Profit and Non-Profit Companies) can also be registered as Cultural Practitioners.
  2. What Does ‘Artiste’ Mean?
    • For the purposes of this Registry, the term ‘Artiste’ means an individual whose artistic endeavours result in the creation of works of the areas of arts and culture, design, and media .
  3. What Does ‘Cultural Worker’ Mean?
    • For the purposes of this Registry, the term ‘Cultural Worker’ means an Individual whose technical or administrative labour is required to facilitate the production of goods and services in the cultural and creative industries. Members of Cultural organisations (Umbrella organizations, Non-Governmental Organisation, Profit and Non-Profit Companies) can also be registered as Artistes or Cultural Workers.
  4. What Does ‘Registration’ Mean?
    •  For the purposes of this Registry, the term ‘Certification’ refers to the receipt of the certificate which identifies the artiste as bona fide. This certification allows the holder to access the benefits to cultural industries participants under the Cultural Industries Development Act No. 13 of 2015.

  6. What Does ‘Audio Production’ Mean?
    • For the purposes of this Registry, the term ‘Audio Production’ refers to a sound recording for public release.
  7. What Does ‘Visual Production’ Mean?
    • For the purposes of this Registry, the term ‘Visual Production’ refers to an audiovisual work in the medium known as film or video for public release.
  8. What Does ‘Video Production’ Mean?
    • For the purposes of this Registry, the term ‘Video Production’ refers to an audiovisual work in any of the electronic video formats for public release.
  9. How do I use my certification/registration to secure investment or sponsorship from individuals and/or private sector companies?
    • Registration of Cultural Practitioners is designed to make investment in their enterprises more attractive to the private sector. These benefits accrue to cultural practitioners registered on the National Directory of Cultural Practitioners.
    • If you are a registered cultural practitioner, advise your potential investor that they can claim as an allowance for that year of income 100% of the actual investment they provide to you, and that they can claim that same amount every year for up to five years. Use the certificate you obtained on approval of your application for registration as it proves your bona fide. You must furnish a certified copy of the certificate to the investor who agrees to provide the financial investment. When the investor submits the relevant tax return, the number on your certified copy of the certificate has to include on their income tax return form as proof of the transaction, in order to qualify for the allowances.

  11. How do I register?
    • Artistes, cultural workers and organisations or groups working in the Cultural Industries are encouraged to submit an online registration form to be processed, in order to register and obtain certification.
      Individuals/Organizations
      • Go to the Division of Culture website: www.barbadosartists.bb
      • Click on “Register”.
      • When the Registration Form comes up, complete the form.
      • Click "Create Your Profile".
      • Select either "Individual" OR "Organisation".
      • Complete the wizard shown.
      • When you are finished, check the information thoroughly and press “Submit”.
